I'd suggest you put into the fencers ranking some sort of caviat for years fencing. Say... White Scarf or 10+ years fencing, Gold Scarf or 5+ years and so on. I know this was an issue a few years back at Uprising when they ran a tourney based on awards. This should help cut down on the number of ringers in the tourney.
